High Representative Josep Borell said EU is “deeply alarm” by the deployments of North Korean troops in Ukraine and will coordinate a response.
The European Union’s High Representative Josep Borell has issued a stern warning against North Korea’s involvement in Russia‘s conflict with Ukraine. He described it as a “serious breach of international law”, which threatens global safety.
North Korea would be able to shift from supplying military supplies and aid to actively participating in Russia’s war on Ukraine with the deployment of North Korean troops.
Borrell said that “the European Union is deeply concerned by reports that the DPRK has sent troops to Russia’s illegal war against Ukraine.” This would be a serious violation of international law and the UN Charter’s most fundamental principles.
The statement stressed that Russia’s increasing military cooperation with North Korea revealed its true intentions in peace negotiations.
“Despite its declared willingness to negotiate, Russia does not sincerely care about a just, comprehensive, and lasting peace. The EU High Representative stated that Russia is intensifying its war and desperately seeking help from any actors who are disrupting global security and peace.
The shifting Russian stance on North Korean de-nuclearization is of particular concern. The EU highlighted Foreign Ministry Lavrov’s statements as evidence that Russia “relinquishes key obligations under the Non-Proliferation Treaty” (NPT), compromising its responsibilities in its role as a permanent UN Security Council Member.
The warning comes at a time when Ukraine’s Military Intelligence announced that the first North Korean units arrived in Kursk Oblast, after training in Russian military facilities, on 23 October. The White House had confirmed Ukrainian reports that 3,000 North Korean soldiers were being sent to Russia.
Borrell stressed the interconnectedness of regional and global security, as well as the direct impact of distant nations such a North Korea on European Security. “The DPRK’s continued support for Russia’s war of aggression against Ukraine demonstrates how closely linked European Security is to that of Indo-Pacific.”
