Observed processes occurring on the outer perimeter, which also affected the voting process and results. “Fair Elections”, a project of the National Democratic Institute, identified voter registration in 11% of polling booths on the outer perimeter.
The organization recorded verbal and physical confrontations, and threats on the outer perimeter of 11 percent of the polling station. Mobilization and transportation were detected at 19% polling stations. What we find most concerning is that alleged bribery was recorded on the outer perimeters of 13% of stations. This is significantly higher than what was detected during the previous election.
In terms of specific cases that are problematic, we can mention, for example, 2 cases where ballots were stuffed into ballot boxes, 4 cases of multiple votes, 25 cases of violations of voting secrecy, 11 cases of restricting an observer’s rights and expulsion from a particular area, 18 cases in which more than one ballot was issued, 14 cases involving portable ballot boxes. We have also seen cases involving electronic equipment. Problems with site arrangements were particularly problematic, as the observer did not have the proper opportunity to observe the process of verification.
“Fair Elections’ observers filed more than 200 complaints. More than 100 of these complaints were filed by precinct and district election commissions. In the record book, 70 notes were recorded. A complaint has also been filed at the CEC.
Around 100 incidents occurred in the outer perimeter of district. “About 170 incidents in the district”, said Nino Dolidze.
