The European Union closely monitored the events leading up the the parliamentary election on October 26. This is stated in a joint statement by Josep Borell, and the European Commission, in the area of foreign affairs and policy.
According to the statement the people of Georgia has demonstrated their commitment to democratic value and their country’s journey to the European Union in recent months.
According to the preliminary reports and findings from the OSCE/ODIHR led International Election Observation Mission: “Election Day was characterized by a tense atmosphere, frequent violations of secrecy and several procedural infractions, as well incidents of voter intimidation, and with reports of pressure which has a detrimental impact on the public’s confidence in the process. Throughout the campaign, reports of voter pressure, especially on public sector officials, were widespread. This, along with widespread voter tracking on Election Day, raised concerns over the ability of some to vote without fearing retaliation,” said the statement.
In a statement issued jointly, Josep Borell and the European Commission noted the concerns expressed by election observers about uneven conditions, a divisive and polarized campaign, and the impact that recent legislative changes have had on this electoral process.
“We urge the Central Election Commission of Georgia, and other relevant institutions, to do their duty and investigate and consider allegations and election violations quickly, transparently, and independently. These violations must be clarified, and they must be eliminated. This is a step that must be taken to restore confidence in our electoral process,” said the statement.
Josep Borrell, the European Commission and the OSCE/ODIHR final report and recommendations are eagerly awaited by the EU.
“A constructive and inclusive dialogue across all political spectrums is now paramount.” According to the conclusions of the European Council on October 17, the European Union urges Georgia to implement democratic reforms that are comprehensive and sustainable, in line with the principles of European integration. In this context the European Union reminds that any legislation which undermines the fundamental freedoms and rights of Georgian citizens, and contradicts values and principles upon which the European Union was founded, should be repealed”, the statement said.
