Ukraine’s UN envoy names North Korean Generals sent to help Russia’s war

During U.N. Security Council Meeting on Oct. 30, the Ukrainian ambassador U.N. Sergiy Kyslytsya revealed the names of three North Korean generals who had been sent to join Russia in its against Ukraine.
Ukraine revealed earlier that Russia was preparing to send a 12,000-strong North Korean contingent, including 500 officers, three generals and other senior officials.
Kyslytsya reported that the top officers of the North Korean General staff include two deputy chiefs: Colonel General Yong Bok who oversees the special forces and Colonel General Ri Chan Ho who is in charge the Reconnaissance General Bureau of North Korea’s intelligence service.
According to the Ukrainian envoy, the third general is Major-General Sin Kum Cheol. He is the head of Main Operational Directorate.
Kim, who is thought to be the representative of North Korean Leader Kim Jong Un in Russia commands the XI Corps Special Forces, which Seoul believes were sent to aid Moscow’s war.
Reuters reported that South Korea sanctioned Ri, the head of the spy agency for his involvement in a series of cyber attacks.
Kyslytsya reported that Moscow plans to form five units of 2,000-,000 troops each manned by North Korean troops. They would be equipped with Russian uniforms, weapons and integrated into formations of ethnic minorities in Russia’s Far East to hide their presence.
NATO and the Pentagon have confirmed that some North Korean troops are already in Russia’s Kursk Oblast where Ukraine launched an offensive across the border in August. Kyslytsya estimated that 400 North Korean troops were already stationed within the Kursk Oblast.
Kyslytsya, at a meeting to discuss Pyongyang’s forces, said that according to information available between October 23 and 28 at least seven aircraft carried military personnel up to 2,100 soldiers from the Eastern Military District.
Kyiv expects that North Korean troops will join the fight against Ukraine by November.
Vasily Nebenzya, the Russian envoy at the meeting denied the transfer. He called it “a bare-faced Lie” despite mounting evidence to the contrary.
Russia and North Korea initially denied the reports, but later took an evasive position. They said that such a move would be within their rights, but stopped short of confirming it.
Since the war has erupted, Moscow and Pyongyang’s ties have been strengthened. They even signed a new pact of mutual defense. Ukraine and Western governments had accused North Korea previously of providing weapons to Russia, allegations both countries denied.
Kyslytsya reported that the top officers of North Korea include two deputy chiefs: Colonel General Kim Yong Bok who oversees special operations, and Ri Chang-Ho, who is responsible for the Reconnaissance Directorate (North Korea’s spy agency), Kyslytsya stated.
Authorities said that the attack destroyed the entrance from the first to fifth floors of a nine-story building.
The Russian forces have suffered 1,310 casualties in the last day alone.

Secretary of Defense Lloyd Austin stated on October 30 that “the evidence now suggests that North Korea sent about 10,000 soldiers for training in eastern Russia.” “Some of these DPRK soldiers have already moved closer towards Ukraine, and we see them outfitted in Russian uniforms and equipped with Russian equipment.”

Brussels expects Ukraine’s broadcasters to return their work to the format of the pre-war period, and questions the telethon’s objectivity.
The White House announced on October 17 that the next Ramstein format meeting would be held virtually in November, prior to Volodymyr Zelensky’s announcement.
According to the U.S. Treasury Department, the recent restrictions are applied to companies that are involved in networks of sanctions evasion in 17 jurisdictions including China, India Malaysia, United Arab Emirates (UAE), Thailand and Turkey.
Serhii derkach, Deputy Communities and Territories Minister, presented a step-bystep plan for the partial reopening Ukraine’s airspace during a conference held in Warsaw.

The denial comes just a day after Financial Times reported that Ukraine, Russia and other countries are resuming talks about stopping the strikes on their energy infrastructures after the talks abruptly ceased in August after Ukraine’s Kursk invasion.
