Josep Borrell was the top EU diplomat who visited South Korea on November 4 amid growing concerns about North Korean troops joining Russia in its war against Ukraine. “Russia’s aggression towards Ukraine is an existential danger.” Borrell, after meeting South Korean Defense minister Kim Yong Hyun on X, said that the Republic of Korea was best positioned to comprehend it. “We are united by our support for Ukraine. I encouraged them to step up. “The deepening of cooperation between Moscow, Pyongyang and Seoul has sparked discussion in Seoul about revising its stance regarding military supplies for Ukraine.North Korea reportedly sent 10,000-12,000 soldiers to Russia to join the fight against Ukraine. Some 8,000 soldiers are reportedly in Kursk Oblast – a Russian border area that is partially controlled by Ukrainian forces. South Korea provided humanitarian aid to Ukraine, but not lethal assistance because the country’s laws prohibit direct arms supply to war zones. According to media reports, South Korea provided artillery shells to Ukraine indirectly via the U.S. but direct supplies of the 155 mm round are not currently on the table. The European diplomat stated that he wants to take the cooperation between Seoul and the EU to “the next stage.”
