Irina Volks, a Russian Interior Ministry representative, said on Nov. 4 that a total of 3,344 people have been granted Russian citizenship under a decree of Russian President Vladimir Putin since the start of 2024.
Putin signed a decree in January that allows foreigners who served a year as contract soldiers in the Russian Army, as well as close relatives of those individuals, to apply for Russian citizenship using a simplified process.
The document excludes the knowledge of Russian history, Russian law and the Russian language from the required knowledge.
Volk did not specify if the figure included only mercenaries, or their families as well.
Since the beginning of the war, Moscow has recruited foreigners from Nepalese, Somalians, Indians, Cubans, and other countries, to fight against Ukraine.
Putin signed a law in August allowing foreigners, including stateless people, to apply for temporary residency in Russia based on “moral reasons.” A second decree made it easier to obtain Russian citizenship for all Ukrainians, a move that was condemned by the Ukrainian Foreign Ministry.
