My Vote is a local mission of civil society organizations in Georgia that calls on the Prosecutor to investigate the election administration of the Central Election Commission. The Central Election Commission was involved in a large scale rigging scheme.
Londa Toloraia (representative of the observer mission) stated during the briefing of November 4 that Giorgi Kaandarishvili and Giorgi Sharabidze as well as Giorgi Javakhishvili the Secretary of CEC played a crucial role in the forming process of the Georgian election. My Vote claims that they violated Article 342 of Georgia’s Criminal Code, which relates to neglecting official duties.
According to the official CEC election results, Georgians voted on Saturday, October 26, with the Georgian Dream Party emerging as the apparent winner over the pro-European Opposition. Local and international observers claim that the election process was marred with substantial electoral fraud. My Vote claims that the Central Election Commission of Georgia failed to ensure the secrecy of ballots, as the ballot paper allowed for identification of voter’s decisions. The CEC’s actions on election day allowed the ruling party to control voters in a major way.
Toloraia stated that “the change in appointment procedures for individuals who work with the CEC’s verification devices, along with determining their identities a week in advance has simplified the process and allowed the ruling party influence over individuals performing this role, subordinating them the interests of ruling party.”
My Vote brought to light incidents involving polling stations overseas, especially in areas where there are a large number of Georgian migrants. The voting process was hampered by inadequate infrastructure and a limited number of registrars. This jeopardized all aspects of the election process. Toloraia stated that “this decision played into the ruling party’s hands.”
Toloraia has also stated that CEC has accredited Russian propaganda media. This includes Alexander Malkevich who is a Russian propagandist accredited through NTV and who violates Georgian law on “Occupied Territories”. He is also on a wanted list of the US special services.
According to My Vote “CEC is one of many state agencies involved in a scheme of large-scale fraud.” The mission continues its work, and will provide information to the public gradually.
