Despite meeting Putin in Russia during the recent BRICS Summit, the UN chief expressed his concern about this escalation. Maia Sandu, a pro-European candidate, was re-elected as Moldova’s President thanks to the strong support of the diaspora despite her 2.4% domestic deficit. Germany pledged $217m in humanitarian winter aid for Ukraine, which could face up 20 hours of electricity a day this winter due Russian attacks on power infrastructure.

Ukraine will receive the first NASAMS system ordered by Canada before the end of this year. Zelenskyy made the announcement after a phone call with Trudeau where they discussed the Montreal Peace Formula Conference, Victory Plan and North Korea’s role in the war.

Slovak President Pellegrini rejects all requests from citizens who want to join Ukrainian forces. The Slovak Presidency reaffirmed that citizens will be prosecuted if they join foreign military forces without presidential approval. Lithuania delivers major 470-piece demining package to Ukraine. As part of the international Demining Coalition, Lithuanian Defense Minister Laurynas Kaciunas has delivered 230 pickups and 240 mine-detectors to Kyiv.
Israeli politician tells Ukraine: “If you want nukes, you might consider Belarus.” Amir Weitmann of the Likud Party, the Israeli ruling party, said that Belarus-based Russian nukes could offer Ukraine creative deterrence alternatives.
Finland hosts major NATO artillery exercises near the Russian border. NATO’s artillery exercise spanning five European countries will see 130 weapons systems deployed by more than 5,000 soldiers from 29 countries.

EU’s foreign policy chief urges South Korea increase its support for Ukraine. Josep Borrell, EU diplomat and Seoul-based Seoul-based Seoul-based diplomat, urged South Korea to increase its support for Ukraine in response to the growing concerns about North Korean military deployments to Russia during his visit to Seoul 4 November.
Israeli politician: “We captured a large number of Russian weapons from HAMAS. We may send them to Ukraine.” Amir Weitmann is the chairman of the Likud Party’s liberals. He says that weapons seized in Gaza could be sent to Kyiv because Ukraine and Israel share the same enemies.
Humanitarian and social impact
Politico: Ukraine could face up to 20 hours of electricity-free days in winter. Ukraine’s nuclear power plants that provide 60% of the country’s electricity are at risk as winter approaches, amid continued Russian attacks.
Germany has allocated $217 million to Ukraine’s winter humanitarian aid in the wake of Russian energy strikes. Germany will provide EUR200 million of humanitarian assistance to Ukraine’s most vulnerable communities in the frontlines as Russian attacks continue crippling the country’s electricity grid. This includes fuel, insulation and winter gear.
Ukraine offers more demining jobs to veterans and disabled people. According to the Ukrainian Defense Ministry, four Ukrainians who were injured in explosions have found employment at The HALO Trust. They use satellite and drone data to locate mined zones.

RFE/RL document reveals Russia’s initial terms of capitulation for Ukraine, 11 days after the full-scale invasion. Russia demands Ukraine to slash its military, declare neutrality and recognize occupied areas, lift sanctions and make Russian the official language.
Kremlin gives soldiers a 20-page guide on how to handle mass graves. It includes specific calculations on the manpower and equipment required for large-scale graves, amid Russia’s mounting casualties.
North Korea receives $200 million, rice and space technology for joining Russia’s conflict in Ukraine. South Korean intelligence suggests that North Korea’s support for Russia could be based on the expectation that a Trump victory in the US election would end Ukraine assistance.
Both Kyiv as well as Moscow deny the FT report about talks to stop energy strikes. Andriy Yermak, the chief of staff of the Ukrainian presidency, said that recent international conferences on security of energy have been held without Russian participation.
A poll shows a declining Ukrainian commitment to a prolonged war effort. A comprehensive poll of 989 Ukrainians shows that 69% are ready for a relatively lengthy war. This includes those who are ready for an indefinite duration and those who expect a one-year timeline.
An official from Ukraine says that North Korean troops will be the first to engage in combat in Russia’s Kursk Oblast. According to various sources, between 8,000-12,000 North Koreans are supporting Russia’s military effort.
Zelenskyy called on allies to give “long-range capability” and permission for deep attacks on Russian territory. Zelenskyy said that Russia had launched 900 guided bombs, 500 drones and a total of 2,000 missiles against Ukraine in the last week. He called for a stricter restriction on long-range weapons.
