The Public Defender of Georgia confirms Mikheil‘s return to Penitentiary Establishment No.12, and reminds that on December 27, 2020, an authorized representative of Public Defender and a group of experts of Public Defender were not allowed entry to the Gori Military Hospital. The neurologist did not have the opportunity to see Mikheil Saakashvili’s medical records, or assess his condition. It was at this time that the decision was made to return the patient back to the prison system. Therefore, it was important to evaluate the patient’s condition neurologically. Saakashvili, unfortunately, was escorted into the penitentiary without the involvement of either the State Council in the decision-making or the Public Defender group of experts monitoring the decision.
According to the statement of the Public Defender, on December 30th 2021, the prisoner returned back to Establishment No. The Public Defender’s representatives tried to meet him twice. They obtained medical records, and spoke to the doctor and the administration of the facility who confirmed that no ill treatment had occurred during the transfer. Mikheil Saakashvili was unable to be interviewed because of his health, but his lawyers confirmed that there had been no ill-treatment on December 30.
The Public Defender believes the State Council should be actively involved in the management of Mikheil’s health and that the recommendations made by the Public Defender group of experts must be implemented. The Public Defender’s expert group will continue to monitor treatment tactics. The group cannot meet in full due to the busy schedules of some members. The group will still try to study the medical condition of the patient, and the effectiveness of his treatment, in the near future.
Lyudmila denisova, Ukrainian Ombudsman, also commented on the fact that Mikheil Sakaashvili had been transferred from Gori Hospital into Rustavi’s 12th Penitentiary Institution.
Denisova stated that sending Saakashvili into prison in a state of such difficulty is a serious breach of international standards.
