Crispin Ellison, Marsh McLennan’s Senior Partner, said that one of Ukraine’s two airports – Lviv or Boryspil, near Kyiv – will resume operation by the end of 2025. He made the announcement at the Kyiv Economic Forum on November 7.
Ukraine’s airspace is closed to all flights since the beginning of the full-scale Russian invasion in February 2022. This is due to the risk that Russian attacks could occur. The Ukrainian government has nevertheless looked for ways to restore industry during the war.
According to Ellison, if conditions are favorable, five or six airlines may agree to fly from Ukraine in January.
Ellison said that it would be easier to secure aviation insurance if planes used the Lviv Airport. However, President Volodymyr Zelensky insists on opening Boryspil International Airport first.
According to Marsh McLennan’s Senior Partner, the Airbus-320, Boeing-737 and small passenger airliner will all require insurance coverage of at least 750 million dollars.
The final decision will be made by the Presidential Office, taking into consideration the security situation and performance of Ukrainian air defence.
The Communities and Territories Development Ministry released a roadmap in late October for a partial opening of Ukraine’s airspace. The ministry did say which airports will be opened under the plan.
The European Organization for the Safety of Air Navigation, (Eurocontrol), published a seven-year outlook on April 11, 2023. This included the likelihood that restrictions over Ukrainian airspace would remain in place until the year 2029.
In 2023, the State Enterprise for Air Traffic Services stated that Ukrainian airspace would “reopen after war ends.”
