Oleh Tatarov has been to Moscow at least 9 times since the initial Russian invasion of Ukraine, 2014, according to Schemes, a Radio Free Europe/Radio Liberty investigation project, citing flight data.
Tatarov is by far the most controversial official within President Volodymyr Zelensky’s administration. He was accused of bribery prior to joining the administration. However, the corruption case against Tatarov has been obstructed and closed by law enforcement agencies.
Tatarov served in the Internal Affairs Ministry of former pro-Kremlin president Viktor Yanukovych before his appointment in 2020 to the Presidential Office. Tatarov was a lawyer in 2014.
According to Schemes’ investigation, Tatarov visited Russia four times in 2018 and twice in 2019, according to the investigation. Schemes reported that Tatarov traveled to Moscow via Belarus for most of his trips since flights between Ukraine & Russia were suspended in 2014.
According to a investigation, Tatarov’s last flight to Russia took place the day after Zelensky had won the presidential runoff election on April 21, 2019.
Tatarov reportedly also traveled to Russian-occupied during 2015. In 2014, Russia illegally annexed the Crimean Peninsula of Ukraine.
Tatarov’s travels are not known. Tatarov and the Presidential Office have not commented on these reports.
