Kharkiv Oblast has been under constant attack from Russia for over two and a half years. The area is in Ukraine, which was invaded by Russia in February 2022.
The governor mentioned specific areas that have been targeted by Russian forces. These include the Vovchansk direction, Lyptsi, and Kupiansk. Kupiansk is an important city with roads and railways connecting to other parts of the country.

Evacuated residents are being given food, psychological support, and money to help them in their new locations. These places are considered safer, including the city of Kharkiv, which is close to the Russian border.
