**Russia Threatens to Target Kyiv’s Decision-Making Centers**

has warned that Russia’s new intermediate-range , Oreshnik, could be used to target decision-making centers Kyiv. This threat comes as Russia continues to launch daily attacks on cities with drones, , and guided bombs.

Putin made the statement at summit of the (CSTO) in Astana. He claimed that Russia’s military leadership is now choosing targets in to hit them with Oreshnik. These targets could include military facilities, defense and industrial enterprises, or decision-making centers in Kyiv.

**Russia’s Use of Oreshnik**

Russia first used Oreshnik on November 21 in an attack against the city of Dnipro. Putin claimed that there are currently no ways to counter this weapon, but President Volodymyr Zelensky refuted this claim. The Russian Defense has admitted that Ukraine has been successful in striking military targets on Russian soil using U.S.-supplied ATACMS missiles.

**Mass Production of Oreshnik**

Putin announced that Russia has begun mass production of Oreshnik. However, experts have questioned the novelty of this missile, with some analysts saying it appears to be based heavily on Russia’s RS-26 Rubezh IRBM. The Kyiv Independent could not verify Putin’s claims.

**Ukraine Under Attack**
