Orban made the announcement December 21st. He said Hungary wants to restructure its ownership of the gas so that it’s not seen as Russian gas anymore when it enters Ukraine. This way, Hungary can keep using pipelines without violating the rules.

Hungary currently relies heavily on Russia for gas imports. In fact, they imported around 7.5 billion cubic meters of Russian gas this year through the Turkstream pipeline. They also produce some gas domestically and import more from Romania.
