The Russian Foreign Minister, Sergei Lavrov, said that Russia will not participate in peace unless Ukraine gives its right to take back all the land it lost before 1991. This is according to an interview with TASS, which was published on December 30.

ISW believes that the Kremlin is trying to make unrealistic demands on Ukraine. They think this is an attempt to stop real talks from happening and pressure Western countries into forcing Ukraine to give up some of its land.

Lavrov has said before that Ukraine’ goal of restoring its borders is not a valid negotiating position. ISW thinks Russia wants Ukraine to surrender completely, rather than having genuine talks.
