**Parliamentary Changes Approved in Georgia**

On February 6, the Dream made changes to its rules of procedure. These changes will affect several institutions operating within the parliament.

**New Status for National Library**

The National Library of Georgia will now have new legal status as a public law entity (LEPL). This means it will be overseen by the Ministry of Culture. Employees of the library will keep their current status as civil servants.

**Changes to Council and Research Center**

A new LEPL, the State Department of Symbolism and Heraldry of Georgia, will replace the State Council of Heraldry under the Parliament. The State Council will have its own structure and within this new department.

The Research Center of the Parliament of Georgia will be dissolved on March 10, 2025. Its and resources will be transferred to the Parliament, which will take over management of the Center’ state budget allocations. Employees who lose their jobs will receive three months’ salary compensation.

**Changes to Parliamentary Groups**

A new rule allows members of the Georgian Parliament to form parliamentary groups with at least three members until the next election in 2028. Previously, seven MPs were required to form a group. This change has allowed three GD members to form a new opposition group called Socialists.

**Rules for Group **

The proposed amendments also specify rules for the head and deputy head of a political group. These individuals will have similar rights and obligations to faction leaders, but they are not allowed to hold additional parliamentary roles. If a group has more than six members, it can appoint two deputy heads. Otherwise, one deputy head is permitted.
