According to Vadym Mysnyk, a spokesperson for Ukraine’s Operational Tactical Group Siversk, Russian forces are continuing to attack settlements in Russia’s Kursk Oblast even when there are no Ukrainian troops present. Mysnyk made this statement on national television on Oct. 3.
Mysnyk explained that the local population is confused and suffering because they are being targeted by Russian forces despite the absence of Ukrainian military presence. He stated that civilians are forced to hide in basements for hours or even half a day due to the attacks.
The Ukrainian General Staff has been consistently reporting Russian attacks with missiles and aerial bombs on Kursk Oblast since the beginning of the Ukrainian offensive into Russian territory in early August. In response, Ukraine has invited the United Nations and the International Committee of Red Cross (ICRC) to join humanitarian efforts in the Kyiv-held parts of Kursk Oblast. However, Moscow has denounced this move as a provocation.
Mysnyk also mentioned that the Ukrainian military is providing essential supplies such as water, food, and medicine to residents in areas of Kursk Oblast controlled by Ukraine. They are also working to restore water and electricity, using generators when necessary.
He emphasized that the responsibility for providing aid to the local population falls on the shoulders of the Ukrainian military, as they are following all requirements of international humanitarian law. Mysnyk added that Ukraine’s cross-border incursion into Kursk Oblast on Aug. 6 was a surprise to Russia, allowing Ukrainian forces to quickly advance and seize around 100 settlements and over 1,300 square kilometers (500 square miles) of Russian territory.
