Ukrainian President Volodymyr Zelenskyy has announced that he will reveal his “victory plan” during the upcoming Ukraine Defense Contact Group meeting on 12 October in Germany. This meeting, also known as the Ramstein meeting, will be the first to be conducted at the leader level, according to Zelenskyy’s statement on 5 October. The Ukraine Defense Contact Group, which was established in April 2022, is a coalition led by the United States and includes over 50 countries, including all 32 NATO members. The group meets at the US Ramstein Air Base in Germany to coordinate support for Ukraine.
Zelenskyy stressed the importance of international support in stopping Russian aggression, saying, “The determination of our partners and the strengthening of Ukraine are what can stop Russian aggression.” He also expressed gratitude to all those who have helped defend Ukraine, Europe, and the world.
The upcoming meeting follows the 24th gathering held on 6 September, during which Zelenskyy secured additional military aid from allies such as the United States, the United Kingdom, Germany, and Canada. Zelenskyy also presented a five-point plan to US President Joe Biden during a visit to Washington in late September. He also discussed this plan with presidential candidates Donald Trump and Kamala Harris, as well as members of Congress.
While the details of Zelenskyy’s peace framework have not been made public, it is known to include both military and diplomatic elements, including Ukraine’s aspirations to join NATO. The plan reportedly aims to strengthen Ukraine’s negotiating position and push Russia towards agreeing to a just peace settlement.
