Pawel Herczynski is the EU Ambassador in Georgia. He said that the annual EU enlargement report would be published during the second half October. However, he did not specify if it would be before or after the October 26 Georgian parliamentary election. The Ambassador, speaking to local media in October 7, also commented on a discussion between EU leaders about the situation in Georgia. He said it was highly unlikely the European Commission would recommend launching accession talks with Georgia.
“We expect an enlargement-related report to be released in the second half October, which will probably be a few weeks before or after the elections,” Ambassador Herczynski stated. He said that the chances of the European Commission issuing an affirmative recommendation for the opening up of accession talks to Georgia are “highly unlikely”, and that the decision by the bloc to begin accession negotiations is “even more unlikely”.
Amb. Herczynski announced that the 27 member bloc would discuss the situation in Georgia over the next few days and weeks. On October 8, a debate in the parliament will take place on Georgia. On October 14, the EU’s foreign ministers will formally discuss Georgia. On October 17-18, another European Council meeting will discuss the situation in Georgia. He clarified that discussing Georgia among EU leaders was “not a positive sign.” “It shows that we are worried about the developments,” said Mr. Avakian.
The EU ambassador also reiterated his appeal to Georgians that they participate in the elections. He said that the EU was ready to work with any democratically-elected government after the election, but stressed several principles including freedom, democracy and the rule of law.
Amb. Herczynski also was asked to comment on the latest initiative of the government to impeach Salome Zurabishvili over her unauthorised by government visits to Europe in Europe last week. The Ambassador believes the impeachment would not de-polarize Georgia and create a conducive environment for free and fair elections.
