Regional authorities reported on October 10 that Russian attacks in Ukraine have killed or injured at least eight people over the past 24 hours.
Oleh Kiper, the Governor of Odesa, reported that Russia launched a missile strike against port infrastructure on October 9, hitting a civilian vessel flying the Panama flag and killing seven people. Eleven people were injured.
This was the third Russian assault on a civilian vessel over the last four day.
