On Oct. 14, hundreds of Ukrainian schools, businesses and media outlets including the Kyiv Independent received bomb threats by email. This prompted the evacuation of state institutions.
The threats seemed to be linked to a recent Radio Free Europe/Radio Liberty (RFE/RL), investigation into the sabotage attempts of Russian security services in Ukraine.
The email sent to the Kyiv Independent stated: “I have planted explosive devices in your building and it will explode very soon.”
The email was vague about “your building,” but it did list other addresses, including RFE/RL’s office and the U.S. embassy in Kyiv. RFE/RL reported that the threats prompted authorities to search for explosives in a number organizations.
The police found no evidence of explosive devices at the outlet’s Kyiv office.
The sender claimed that he represented a “terrorist organization” and said three RFE/RL investigative journalists were responsible for the attack. The name of the group is identical to that of a Telegram channel which calls for Ukrainian military personnel to be set on fire.
RFE/RL’s Schemes investigative project published a report, on 10 October, documenting how Russian security forces recruit Ukrainians to burn the cars of military personnel and representatives from conscription centers.
The email threatening the journalists who wrote the report was addressed to them.
Stephen Capus, RFE/RL’s President, said: “We will not be threatened and will stand behind our journalists who will continue to report news to Ukrainian audiences in a fearless manner.”
Capus has pledged to work with authorities to investigate the incident.

Pavlo Rozlach said that the commander of Ukraine’s 80th air assault brigade, Pavlo, had said that a Ukrainian company had sneaked into Kursk Oblast and hidden in the forest in groups of six soldiers.
According to an analysis published on October 14 by the Kyiv Institute of Economics (KSE), 70% of Russia’s seaborne exports are transported by its “shadow fleet” of older, poorly insured tankers.
The Ukrainian Foreign Ministry stated that “there can be no appeasement of Russia when it continues to try and solve the ‘problem,’ of Ukraine’s existence.”
The EU’s new sanctions list includes individuals and entities that are responsible for the transfer of drones and rockets to Russia.
Oleh Kiper, Governor of Odesa Oblast, said that the attack damaged two civilian ships — NS Moon flying a Belizean flag and the Palau flagged OPTIMA. The Russians targeted the latter on October 7 last week.

Regional authorities reported on October 14 that Russian attacks against Ukraine have killed five people and injured another eight in the past day.
