In an interview with Reuters published on October 14, Ukraine’s Prosecutor-General Andrii Kostin said that Brazil would be obligated by law to arrest Russian president Vladimir Putin if he attended the Group of 20 nations summit in Rio de Janeiro.
In March 2023, the International Criminal Court (ICC), a court of international justice, issued a warrant to arrest Putin for his role in deporting Ukrainian children. Brazil is a signatory to the Rome Statute of the ICC and must therefore detain Putin if he entered the country.
Kostin, a Reuters reporter, said that intelligence reports indicate that Putin could attend the upcoming Summit.
Kostin stated that it is important for the international community stand united and to hold Putin accountable.
Brazil sent a standard invitation for the summit that will convene leaders of G20 nations at Rio de Janeiro on Nov. 18-19. Two Brazilian government officials told Reuters that there is no indication that Putin will attend.
Dmitry Peskov, the Kremlin’s spokesperson, said on October 14 that there has been no decision made regarding Putin’s participation at the conference.
Kostin stated that in light of “information indicating that Putin could attend the G20 Summit in Brazil, it is the responsibility of the Brazilian authorities to arrest him should he dare to visit,” as a signatory to the Rome Statute.
“I hope that Brazil will make him an arrest, reaffirming the country’s status as a democratic state and one governed by law.”
Brazilian President Luiz inacio Lula da silva said that in September 2023, the decision to detain Putin during the G20 summit would be left up to the judiciary of his country.
In September, Putin made his first visit to Mongolia, a member state of the ICC, since his arrest warrant became public. The Russian president was warmly welcomed in Ulaanbaatar, despite the fact that Mongolia is required by international law to arrest him.
Ukrainian lawmakers called Putin’s Mongolia trip “a well-planned provocation” to demonstrate his disregard for the rule of law.

According to Ukraine’s Military Intelligence, Russia’s fall and winter plans include “the actual participation of North Korea in the war”, President Volodymyr Zelensky said on October 14.
The treaty stipulates that both countries must provide military support to each other in the event of an attack. The first treaty was signed by Putin in June 2024 with North Korean leader Kim Jong Un.

Russian investigators claimed Laurent Vinatier, in addition to violating the registration of foreign agents, had pleaded guilty to illegally obtaining military information.
