Today, on 8 April, the “Gakharia for Georgia ” party will present to the Parliament Bureau another alternative bill to “Russian Law“, namely “Changes in the Law of Georgia on Grants.”
The party’s draft law also proposes changes to the Law of Georgia “On Accounting, Reporting and Auditing”.
The party claims the Law of Georgia “On Grants”, regulates the process of receiving a grant and the grounds for it. The following is added into the said law:
The recipient of a grant – whether Georgian or foreign – is required to submit a report of their annual activities to the relevant authority within three months of the end of the reporting period.
The annual report should include information about every grant that the grantee received during the reporting period, including the purpose, the volume, and any other basic requirements, as outlined in the grant contract;
Accounting, Reporting and Audit Service is the body that will be affected by the changes to the submission and administration process of reports. This service currently receives financial statements from non-commercial legal entities.
All reports submitted will be made public.

Giorgi Gakharia and his team prepared the legislative changes following the announcement by “Georgian Dream”, on April 3, about the reversal the “Russian Law” restricting media and civil sectors.
The adoption of a similar Russian law completely eliminated media and civil organisations. The Western partners also issued statements stating that the adoption of this law would endanger Georgia’s European aspirations.
