**Russia’s Plans in the Mediterranean**
Moscow wants to maintain its military presence in the Mediterranean after the Assad regime collapsed in Syria. The Russian naval base in Tartus and airbase in Latakia are crucial for sustaining Russia’s military activities in Africa.
According to officials, Russian cargo planes have transported air-defense equipment, including radars for S-400 and S-300 systems, to bases in eastern Libya under Haftar’s control.
**Russia’s Withdrawal from Syria**
The Wall Street Journal reports that Russia has conducted a significant drawdown of its troops, military aircraft, and weaponry from Syria. These bases had served as Moscow’s cornerstone for projecting power in the Middle East and Africa.
Russian Deputy Foreign Minister Mikhail Bogdanov confirmed that Moscow is discussing the future of Russia’s bases with Hayat Tahrir al-Sham, the rebel group that ousted Assad.
**Russia’s Presence in Libya**
Russia already has a presence in Libya through the Wagner paramilitary group, which has close ties with Haftar’s Libyan National Army. The US officials said Moscow might upgrade facilities in Tobruk to accommodate Russian warships.
A US official stated it is unclear whether the weapons systems will remain in Libya or be transported back to Russia.
