A person familiar with the matter told Bloomberg that this is because a draft proposal grants the US power over all future mineral and major infrastructure investments in Ukraine, without any time limit. The deal also gives the US priority access and control over a joint reconstruction fund for Ukraine.
**Ukraine’s Aspirations**
Ukrainian officials are concerned that the deal would force them to repay all economic aid they have received from the US and threaten their path to join the EU. President Zelensky said on March 28 that Ukraine would not sign a minerals deal that interferes with its accession to the EU.
