On Oct. 16, President Volodymyr Zelensky presented the much-discussed victory plan of Ukraine to parliament, though some parts were classified.
The proposal consists of five points, including an invitation to join NATO; a defense component; deterrence against Russian aggression; economic growth and co-operation, and a post-war security framework.
Three secret addenda are included in the plan. David Arakhamia said that the secret items will be presented to the faction leaders.
Zelensky, in the presence Commander-in Chief Oleksandr Syrskyi and military intelligence chief Kyrylo Budaynov, as well as Western diplomats, said in the Parliament: “If the plan gets support, we can end this war no later than the next year.”
The invitation for Ukraine to join NATO is at the top. Kyiv submitted their application to join NATO in September 2022, but has not received a clear message from the allies.
Zelensky stated that the action should be taken “now”, a change from his previous comments that it might be postponed until the end the war.
The second article emphasizes the need to bring war to Russian soil, such as the cross-border Kursk invasion launched in early August.
This item also calls on lifting restrictions on long range strikes in Russia, additional supply of long-range capability, and Western assistance in downing Russian drones and missiles over Ukraine.
The third point is about non-nuclear dissuasion and includes a secrecy part. Ukraine proposes a “comprehensive strategic non-nuclear deterrence package” on its territory that would protect the country from future aggression.
The fourth part focuses on Ukraine’s use its natural resources such as uranium and titanium, which offer economic growth potential to Kyiv and EU. Ukraine offers a special agreement for joint investment and the use of these natural resources with the EU, and the U.S.
The part also calls on the international community to intensify sanctions against Russia in order to undermine its ability sustain its aggression.
The fifth part is about Ukraine’s postwar security architecture. Zelensky stated that Kyiv has a large, experienced military force which should strengthen NATO and Europe.

Ukrenergo, Ukraine’s state-owned power company, said later in the day that repairs were underway. The outages had been caused by “technical” reasons that were not specified. The energy supply will resume “within a few hours.”
CNN reported on October 16 that U.S. president Joe Biden will meet with the leaders of Germany France and the U.K. later this week in Berlin after his earlier trip was postponed because of Hurricane Milton.
