The Russian newspaper Vedomosti reported that on November 5, four unnamed sources in importing companies said that the Chinese state-owned Sinosure, which insures exports against non-payment risks, has started to refuse to work with Russian entrepreneurs.
Sinosure is a Chinese state-funded insurer founded in 2001. Its mission was to promote Beijing‘s development of trade and cooperation. Sinosure is reportedly contacted by foreign importers who agree to defer payments with Chinese suppliers.
The trade between Russia and China is said to have increased by 121% since the year 2021, highlighting Beijing’s role in Moscow’s economy.
Vedomosti sources claim that Russian business has recently experienced difficulties with Sinosure.
A Chinese supplier told a Russian buyer, citing company policies, that they refused to insure the deal due to the nature of the export goods.
Unidentified Russian entrepreneur told the outlet that several cases had occurred where the delivery limit was lowered for Russian companies. Vedomosti reports that at least three Russian suppliers recently informed a second Russian source of Sinosure’s blacklisting their company.
Sources told the newspaper that Sinosure, in its interactions with Russian individuals, has started to act like Chinese banks. It refuses to provide insurance for exports of goods on the list of the large, state-owned Bank of China.
The Moscow Times reported that China has tightened its export controls on dual-use and military products since July.
Beijing has established itself as neutral during the war, but has also deepened its economic ties with Russia. It has become Moscow’s top source of dual-use products that feed the Russian defense industry.
