Gen. Chris Cavoli is the top U.S. military commander in Europe. He has compiled a list of American weapon systems that could help Ukraine fight Russia, but which have not yet been supplied by the Biden administration.
CNN reports that sources familiar with the classified document submitted to Congress by Cavoli include the Joint Air-to-Surface Standoff Missiles (JASSM) as well as the Link 16 communication network, a secure system used by NATO to improve air and missile defence coordination.
The U.S. withheld these systems despite repeated requests by Ukraine, most likely because of concerns that advanced U.S. technologies could fall into Russian hands, especially with the Link 16 System. U.S. officials also questioned the utility air-launched weapons like JASSM before Ukraine established air superiority.

The two leaders agreed to keep the discussion going, but officials indicate that the U.S. is unlikely to change its stance on missiles with a long range anytime soon.
