Russia uses motorcycles and golf carts to launch assaults in Donetsk Oblast. Russian forces are using golf carts and motorbikes to launch quick assaults near Siversk in an attempt to gain ground ahead of the winter freeze.
ISW: Russian troops are advancing in Selydove’s northeast, but their main objective is stalled. ISW reports that Russians advanced towards Selydove and could have forced a Ukrainian retreat, but this gained jeopardized the main push to Pokrovsk.
Ukraine repels Russia’s attack, which involved 50 drones and 4 missiles. Two UAVs breached Romanian airspace again. At least one civilian was injured in the assault. Ukraine claims it has downed 40 drones. Kyiv and Khmelnytskyi, as well as Starokostiantyniv and Khmelnytskyi, were all targets.

Intelligence and Technology
The Ukrainian military is planning a new Cyber Forces division amid the ongoing war with Russia. The new branch will strengthen cyberspace defense capabilities alongside land, air, sea and space domains.
Ukrainian tech company launches affordable thermal cameras to be used on military drones. Odd Systems launches Kurbas-256 thermal camera for military drones. It offers advanced features at competitive prices starting at $250.
The UK has completed basic training for 200 future F-16 Ukrainian pilots. UK Armed Forces minister Luke Pollard and Ukraine Ambassador Valerii Zaluzhnyi attended the latest graduation.
Baykar signs new agreement with Ukraine during defense industry fair. The Turkish drone manufacturer did not disclose any details about the agreement, but Ukraine’s MFA hinted that it could be related to Kizilelma Jet drone production in Ukraine.
International
HUR: North Korean soldiers are already in Russia. North Korean forces are in Russia’s Kursk area to join the war with Ukraine. Around 12,000 soldiers, among them high-ranking officers, are now training on Russian military ranges.
Kyodo – A Ukrainian military source confirms that 2,000 North Korean troops have moved to Russia’s Kursk Oblast, near Ukraine. DPRK troops move to western Russia near Ukraine after US confirmation that 3,000 troops are arriving for training.
North Korea isolates the families of soldiers sent abroad, and hides their deployment in Korea. ROK intelligence reports that North Korea has sent 3,000 soldiers to Russia to provide military support. It plans to send 10,000 troops by December 2024.
The White House confirms that North Korea has sent 3,000 soldiers to Russia for training. DPRK sent the soldiers to eastern Russia between early and mid October 2024. Troops are currently undergoing combat-training, possibly preparing for deployment towards Ukraine.
South Korea may transfer arms to Russia in response to North Korean troops. Yoon Suk-Yeol, the South Korean president, suggested that his country should be more flexible in its military support to Ukraine. This was after reports of North Korean troops deployed to Russia.
Politico: Seven NATO member countries oppose an immediate invitation to Ukraine. The US, Germany and other NATO members are dragging their feet on Ukraine’s request to join the alliance immediately, despite Zelenskyy insisting that an invitation was necessary during wartime.
Austin: US will invest in Ukraine’s long range weapons production, with a focus on drones. The US Defense Secretary praised the effectiveness of Ukraine’s drones in striking distant targets, and their cost advantages over traditional rockets.
Territorial integrity, NATO membership “key issues” for Ukraine peace talks, says former US ambassador Yovanovitch. Former US Ambassador to Ukraine Marie Yovanovitch stressed that territorial integrity, Russian reparations and justice for war crime are essential for Ukraine’s future.
Humanitarian and social impact
Russia’s war has killed 91 media representatives. As of October 24, the Institute of Mass Information reported that 91 media workers had died in Ukraine due to the full-scale Russian invasion. Twelve journalists were also killed while performing their duties.
Reuters: Ukrainian corn seeds exports to EU are on the rise amid wartime trade shifts. Ukraine’s corn seeds exports to the EU grew to $121 million by 2023 from $22 million a year earlier, despite fears of increased competition among European farmers.
Political and Legal Developments
Speaker of Ukrainian parliament Stefanchuk: Ukraine is more determined to reclaim Crimea. Ruslan Stefanchuk, Ukraine’s parliament speaker, declared at the Third Crimea Platform Summit that Ukraine would never give up Crimea, or any occupied territory, calling the area “closer and more dear than ever.”
A Ukrainian official reports more than 1,000 acts of resistance against Russian occupation in Crimea. Tamila Tasheva, speaking at the Crimean Platform Summit in London, said that Crimea is a yearning for liberation, just like other occupied territory. Over 1,000 acts of resistance have been recorded since 2022.
Blogger and military contractor arrested on suspicion of sharing Ukrainian Military Locations. SBU detained a 35 year old female military contractor in Kharkiv Oblast and a pro Kremlin blogger for allegedly collecting sensitive information and transmitting it to FSB.
At the Crimea Platform Summit, Western leaders affirm their commitment to Zelenskyy’s victory plan.
