**State Institutions Hijacked by One Person**
Eka Gigauri, head of Transparency International – Georgia, spoke out against the government at a rally with the Special Investigation Service. She claimed that state institutions are being controlled by one person: Bidzina Ivanishvili.
Gigauri stated that Ivanishvili has his own Ministry of Internal Affairs, Ministry of Foreign Affairs, and Special Investigation Service. “These agencies act in accordance with his interests,” she said. This means that they are doing what Ivanishvili wants them to do, rather than following the law.
**Abuse by Police Officers**
Gigauri highlighted a number of specific police officers who have been accused of abusing people during protests on Rustaveli Avenue. However, none of these officers have been held accountable for their actions. “This is unbelievable and a shame,” she said.
The protest rally, which took place at the Special Investigation Service, was attended by citizens who were demonstrating against the violence used against protesters on Rustaveli Avenue. Participants carried banners with photos of people who had been injured during the protests, as well as a stuffed animal to represent those who had been hurt.
**International Community May Get Involved**
Gigauri warned that if state institutions continue to ignore the abuse of power, the international community may get involved. “If there is no response from specific agencies,” she said, “I am sure that there will be action from the international community in relation to these people.”
