Estonian Prime Minister Kristen Michal said on November 11 that the country is seeking to limit voting eligibility for local elections in order to exclude Russians and Belarusians in order to counter Russian influences. 4. Michal told ERR that “today, we agreed in the coalition council that it is important to change the constitution as soon a possible so that citizens from aggressor countries no longer have the power to decide local elections.” The Baltic country has a population of about 1.3 million and an ethnic Russian minority of around 296,000. Of this number, 80,000 are believed hold Russian citizenship. Estonia also has 3,000 Belarusian residents. Local elections will be held in Estonia in October 2025. Residents with foreign citizenship are allowed to participate. The proposed changes would restrict this right to citizens from NATO, EU and other countries. Russia and Belarus are excluded. Between 2022 and 2024, Estonia has contributed around 520 million euros ($575 million) to Ukraine. This is one of the highest percentages among Kyiv’s allies.
