When EU diplomat Josep Borell visited Seoul on 4 November, he sought to expand South Korean assistance to Ukraine due to growing concerns about North Korean military deployment in Russia.
During his visit to Seoul, on 4 November, the EU’s top diplomatic representative Josep Borrell urged South Korea to increase its support for Ukraine amid concerns about North Korean troops being sent into Russia.
Borrell’s visit coincides with Washington and Seoul raising alarm over North Korea’s sending troops to Russia in its war against Ukraine.
The South Korean media reported on 29th October that 3,000 North Korean soldiers were training in Russia. This number is expected to increase to 10,000 troops by December. Ukraine’s intelligence confirmed that initial units had been deployed in the Kursk battle zone.
Since February 2022, Russia has strengthened military ties with North Korea, securing more than 2,000,000 artillery rounds and ballistic missiles. Both countries signed a mutual defense agreement in June.
