Josep Borrell said that the EU is preparing its 15th package against Russia, which targets foreign-made components in Russian weapons, in Kyiv, on Nov. 9.
“We must strengthen anti-sanctions measures because Russia cannot manufacture (weaponry), without imported parts and chips, or other components,” Borrell stated at a press conference with Foreign Minister Andrii Sbiha. “We should use sanctions in order to isolate Russia’s industry from imports from foreign countries.”
The European Union has already adopted fourteen packages in response to Russia’s full-scale invasion into Ukraine. These packages aim to undermine Moscow’s economic output as well as its ability to sustain war. The most recent package was passed on June 20. It included the first ever sanctions imposed on Russia’s Gas Industry.
Borrell’s comments coincide with President Volodymyr Zelensky’s continued call for Western allies to impose more sanctions on the suppliers of components used primarily in Russian drones.
Zelensky reported that over 2,000 Russian Shahed drones were launched against Ukraine in October.
Zelensky stated in his evening speech on Nov. 2 that the “over 170,000 parts” that should have prevented Russia from acquiring the drones of the Shahed type, which were launched in October, coincide with the “over 2,000 drones of the Shahed type”. “Microchips are necessary for this terror.”
Russia continues to avoid sanctions by using sanctions evasion and shell companies. Russia is also helped in sanctions evasion by its allies including China, Iran and North Korea.
In recent months, China’s support for Russia’s defense industry played a major role in shifting the battlefield momentum of Ukraine in Moscow’s favor.
Reuters reported on September 25 citing European Intelligence sources that Russia had secretly established a production and development program in China to produce attack drones for use in the war in Ukraine
On Nov. 6, the head of Australia’s intelligence service warned that Beijing’s “massive supply” of dual-use products, as well diplomatic and economic assistance, would allow Russia to continue their war against Ukraine.
The announcement of the sanctions package comes at a time when Borrell, on a visit to Kyiv in November 9, seeks reassurances from Ukraine about the “unwavering support” of the EU amid uncertainty over the level of U.S. assistance under the leadership of President-elect Donald Trump.

Borrell said, “We need faster delivery and fewer red lines that we set ourselves,” referring to his support for allowing Ukraine to use long-range weapons provided by the West to strike deep within Russian territory.
The Biden administration is rushing to deliver over 500 interceptors for Patriot and National Advanced Surface-to-Air Missiles (NASAMS) to Kyiv. This was reported by the Wall Street Journal on November 9, citing a senior official.
A senior adviser to Donald Trump said that Ukraine needed to be “realistic in its goals for war” and added that the peninsula of Crimea, which was occupied by Russia, was “gone.”
Dmytro Lubints, Ukraine’s Ombudsman, said that the occupiers had no limit to their cruelty and cynicism.
Syrskyi stated that “we have received numerous reports about the preparations of North Korean soldiers for combat operations alongside Russian troops.”
The shortage of ammunition in Ukraine has been a concern for many years, but it has gotten worse this year.
After the Russian invasion of February 2022, Ukraine began actively developing their missile program.
