The declaration emphasized that the pace of the accession process depends on Serbia, particularly on negotiations with Kosovo. Despite the failure to adopt a joint declaration, some progress was noted in areas such as judiciary, environmental protection, and economy. Democracy “functions well,” according to the declaration.

The Serbian delegation faced opposition from EU MEPs who rejected almost all of their amendments. The next meeting of the EU-Serbia SAPC will be held in Belgrade later this year.
