Transparency International Georgia expressed concerns prior to the October 26th elections about the misallocation of administrative resources by government.
The organization emphasized the thin line that exists between the ruling party, and the state as the main reason for concern. They are becoming more intertwined. The ruling party uses public resources to further their agenda when the boundaries are blurred.

The organization cited changes in legislation, such as the destruction of gender quotas and brand new CEC processes, as being undesirable.
TI Georgia urged the government to investigate violent incidents and maintain stability before the elections.
