**CEC Explains Why Summary Protocol Was Issued Early**
The Central Election Commission (CEC) did not wait until November 21 to issue the summary protocol. This is according to Giorgi Sharabidze, the deputy chairman of the CEC.
Sharabidze explained that the deadline on November 21 was not a hard and fast rule. Instead, it was simply a deadline. He said that once all possible complaints had been considered in all instances, including the Court of Final Instance, the CEC could draw up the summary protocol.
**Why Was The Deadline Not Extended?**
Sharabidze also addressed a potential question about why the election administration did not extend the deadline artificially. He pointed out that there was no need to do so since all legal steps had been completed.
“There can be no issue with the legality of drawing up the summary protocol,” Sharabidze said. “All deadlines and instances were exhausted yesterday.”
