**Utility Disruptions in Odesa After Russian Attack**
The Governor of Odesa, Oleh Kiper, reported that the city and its surrounding district suffered from significant utility disruptions on November 17. Heating, electricity, and water supply outages continued throughout the evening.
Kiper said that repair crews were working to fully restore these services. He noted that the situation in Odesa and its district was the most difficult after the Russian attack.
**Russia’s Largest Air Attack in Months**
On November 17, Russia launched a massive air attack on Ukraine, deploying around 120 missiles and 90 drones. The majority of these targeted energy infrastructure across the country.
About 50 targets were aimed at Odesa Oblast during the morning attack. Eighty percent of these were missiles, which killed two Ukrenergo workers and injured a 17-year-old boy.
**No Power in Some Districts**
The Governor reported that DTEK, Ukraine’s largest private energy company, currently lacks the technical capability to power critical infrastructure facilities in Odesa’s Kyivskyi and Prymorskyi districts.
**Days Off for Schools and Emergency Daycare**
To help residents cope with the disruptions, the administration has decided to declare Monday and Tuesday as days off for all educational institutions in Odesa. However, provisions have been made for emergency daycare groups in preschools and schools.
**Emergency Support Centers**
The region operates 674 “Points of Invincibility” (emergency support centers), with 138 more ready to open if needed.
