**Hungary Blocks Sanctions Against Russian Patriarch**
Hungary has negotiated exemptions for Moscow Patriarch Kirill and domestic use of Russian oil products during EU sanctions talks. This was announced by a Hungarian government spokesperson on February 19.
The EU ambassadors agreed on the next package of sanctions against Russia, which targets aluminum trade and Moscow’s “shadow fleet” of oil tankers. However, Hungary blocked sanctions against 27 individuals and organizations, including Patriarch Kirill. They argued that targeting religious leaders undermines peace efforts.
**Sanctions Talks**
Hungary has repeatedly obstructed EU sanctions against Russia and military aid for Ukraine. Prime Minister Viktor Orban is seen as the most Russian-friendly leader in the EU.
The spokesperson said: “The era of sanctions is over. A new reality is emerging, with promising U.S.-Russia negotiations.” This refers to a shift in US-Russia relations under President Donald Trump.
**US-Russia Talks**
US Secretary of State Marco Rubio met his Russian counterpart Sergey Lavrov for talks in Saudi Arabia on February 18. They signaled that the settlement of the war would include the lifting of sanctions.
Russian President Vladimir Putin said he was briefed on the outcome and expressed willingness to meet with US President Donald Trump.
**Ukraine Update**
Russia launched 167 drones against Ukraine overnight, causing significant damage and casualties. Ukrainian authorities reported 1,300 Russian forces were killed just over the past day.
A children’s clinic, kindergarten, high-rise buildings, and cars were damaged in the attack. Ukraine and Moldova have signed a memorandum of cooperation to strengthen their efforts toward EU integration and accession.
**France Refuses to Send Troops**
French President Emmanuel Macron said France will not send its soldiers to the frontline in Ukraine.
