The investigation also discovered that arms shipments from North Korea to Russia began as early as September 2023, following a visit to Pyongyang by then-Russian Defense Minister Sergei Shoigu. Since then, Russian cargo ships have transported military cargo 64 times from the North Korean port of Rajin to Russian ports. These deliveries peaked in January 2024, with seven batches per month.

Satellite show that a total of at least 15,809 were carried on these cargo ships. The containers could carry between four and six million artillery shells alone. This staggering number underscores the significant role North Korea is playing in Russia’s war effort against Ukraine.
