The Institute for the Study of War reported on 23 October, that Russia would likely use the BRICS Summit to showcase its efforts to enhance global ties with non Western states.
The three-day Summit, which runs from 22 to 24 October, has attracted high-profile participants, including Chinese President Xi Jinping and UN Secretary-General Antonio Guterres. Also in attendance were representatives from India and South Africa. The BRICS reportedly aims at fostering cooperation among emerging markets, and challenging Western-dominated institutions such as the IMF and World Bank.
UN Secretary-General Antonio Guterres arrived in Kazan (Russia) for an unannounced trip to attend the summit, after declining an invitation to Switzerland’s Global Peace Summit.
During bilateral discussions, Putin and Xi emphasized Russia-China relationships, with Xi highlighting “BRICS” as a form of global strategic cooperation, the ISW notes.
The participation of Indian Prime Minister Narendra Modi is particularly significant, as India has reported successfully removing 85 citizens who were involuntarily enlisted into the Russian military to fight in Ukraine.
Modi said that India’s priority is to find a peaceful solution as soon as possible to the Ukraine conflict. Modi also positioned India as a possible mediator.
The ISW suggests that the summit could serve Russia’s strategic interest, by providing an opportunity to “establish trade deals and mechanisms” which could help circumvent Western sanctions, and support its military operation in Ukraine.
