**Kremlin Demands Ukraine’s Capitulation**
The Institute for the Study of War (ISW) says that Russia is still demanding Ukraine to give up and accept their conditions. These demands include getting rid of Ukraine’s government and making sure they have no military.
Ukrainian President Volodymyr Zelenskyy disagrees with these demands. He says that Ukraine needs a strong military, Western protection, and the chance to join NATO and the EU in order to negotiate peace.
**Misinterpretation of Ukrainian Law**
The ISW report also points out that Russian officials are incorrectly understanding Ukrainian law and constitution regarding elections during martial law. When Ukraine followed their own laws by not holding elections in 2024, Russia started saying that Zelenskyy is no longer a legitimate president.
However, according to the Ukrainian law “On the legal regime of martial law” passed in 2000, martial law can only be lifted when there’s no more threat to Ukraine’s independence and territory. As Russia continues attacking Ukraine, the Ukrainian government cannot end martial law.
**Ukraine Strengthens Defenses**
In response to these demands, Ukraine is working on improving their defenses. The Prime Minister has announced plans to produce 3,000 cruise missiles and long-range drones in 2025. They’re also developing a new missile called “Trembita” with a range of 90 miles.
**Recent Developments**
The ISW report mentions that Russian forces have been moving closer to Ukrainian towns near the city of Donetsk. Ukraine’s military intelligence also reported that Russia is planning to evacuate their assets from Syria.
