**Ukrainian Drone Hits Police Regiment in Chechnya, Claims Kadyrov**
A drone attack hit a police regiment building in the city of Grozny in Russia’s Chechen Republic on December 4. According to Chechen leader Ramzan Kadyrov, a Ukrainian drone struck the roof of the regiment named after Akhmat Kadyrov.
Kadyrov claimed that people were hurt during the attack, but did not provide further details. The incident follows reports of an earlier attack on the Chechen Republic, where 27 Chechens were reportedly executed in 2017.
**Ukraine’s Military Situation**
In late October, a drone strike hit Russia’s North Caucasus republic, targeting the Russian Special Forces University in Gudermes. A Ukrainian intelligence source suggested that the drone may have been launched from neighboring republics Dagestan or Ingushetia, and was connected to a feud between Kadyrov and officials from these regions.
Russian troops are currently storming the Kherson direction, attempting to gain control of some islands in the Dnipro River delta. Ukraine’s gas transit network could soon come under Russian attack as a deal to transport Russian gas through Ukraine is set to expire at the end of 2024.
**International Support**
NATO countries have promised to provide Ukraine with air defenses necessary to protect its infrastructure, but there is currently no surplus of such systems available. The US and Germany continue to oppose inviting Ukraine to join NATO at this time.
Ukraine has signed a memorandum and agreement with the EU to attract up to 35 billion euros in funding as part of the G7 loan. German Foreign Minister Annalena Baerbock suggested that security guarantees, including Ukraine’s NATO membership and deployment of international troops, could be necessary for long-term peace in Ukraine.
**Other Developments**
Ukrainian air defenses shot down 29 out of 50 Russian drones overnight, with 18 lost and one flying into occupied territories. A Chinese man was arrested for illegally shipping weapons to North Korea from the US. Ukraine plans to establish nearly 200 mental health facilities across the country.
**Russian Activities**
Russia and Belarus are planning to set up three training centers jointly train soldiers. Yevhenii Matvieiev, the mayor of the occupied Dniprorudne town, was tortured to death in Russian captivity.
