The semi-official Tasnim News Agency reported on October 12 that Iran had delivered two satellites manufactured in Iran to Russia for a launch scheduled soon. This is the latest example of space cooperation between two nations that are both under U.S. sanction.
The satellites Kowsar & Hodhod are Iran’s first significant space venture. They were reportedly sent to Russia on October 11.
Kowsar is a high-resolution satellite for imaging. It’s designed to be used in agriculture, environmental monitoring and disaster management. Hodhod is a small communication satellite that aims to provide satellite connectivity in remote areas where terrestrial networks are limited.
Tasnim reports that a group of young Iranian engineers with an average age between 25 and 30 spearheaded the project in a private Iranian technology company.
The United States has expressed concern about the possible military implications of Russia’s launch of Iranian satellites in orbit in February, and again in 2022. These officials are concerned that the satellites may support Russia’s military operations in Ukraine and assist Iran to monitor military targets throughout Israel and the Middle East.
In a related event, Iran successfully launched its second satellite this year, in September, with a rocket developed and manufactured by the Revolutionary Guards. The launch coincides with accusations from the U.S., Europe and other nations that Iran supplied ballistic missiles to Russia for use in Ukraine. Tehran has denied these claims.
Dusan Bajatovic is the CEO of Srbijagas – a state-owned Serbian company – and Alexey Miller is the CEO of Gazprom – a Russian state-owned energy giant. They expect Russian gas supplies to reach 400,000 cubic meters this winter.

A senior U.S. government official said, “It is time to craft a new strategic approach in terms of the specific positions (of the allies).” Defense ministers of NATO member nations will meet in Brussels on October 17-18 to discuss this issue.
