Qurdovanidze claims that warnings signs were ignored by the government. Members of the “Georgian Dream” party had previously stated that they would “cleanse” the public service, indicating that repression was coming. Now, it seems that this process has indeed started.

Qurdovanidze points out that changes have been made to the laws governing the public sector. These changes include making mid-level officials subject to different regulations and simplifying reorganization processes. While these changes haven’t been implemented yet, Qurdovanidze fears that they will give the government too much power over the public service.
