During a meeting with Sergey Lavrov, the Russian Foreign Minister in Moscow on November 1, North Korean Foreign Minister Choe son Hui said that North Korea will stand with Russia “until victory’s day”
Choe’s trip comes at a time when 8,000 North Korean soldiers are reportedly preparing for combat alongside Russian forces within the Kursk Oblast.
Choe said to Lavrov that “our traditional, historically friendly relationships, which have traveled down the tested path of time, today… are rising a new level in relations of invincible comradeship”.
Choe praised the “wise leadership” of Russian President Vladimir Putin and said North Korea was convinced that Russia would “achieve great victory in its sacred struggle to protect their sovereign rights and security interest of their state.”
“And we assure you that we will stand firmly with our Russian comrades until the day of victory,” she said.
In June, Moscow and Pyongyang agreed to form a strategic partnership. They pledged to support each other in the event of an attack. The Russian parliament ratified a defense treaty in Octember amid reports that North Korea would be sending troops and weapons to help Russia’s war with Ukraine.
According to Ukraine’s military Intelligence Agency (HUR), Kyiv has stated that North Korea sent nearly 12,000 soldiers to Russia, including 500 officer and three generals.
At a press briefing on October 31, U.S. Secretary Of State Antony Blinken stated that at least 8, 000 North Korean forces had been deployed in Russia’s Kursk Oblast, and were expected to take part in active combat in coming days.
Zelensky, who spoke on October 31, urged Ukraine’s allies not to wait for months to respond to the Moscow-Pyongyang Alliance.
“When deployed, the troops will be pushed ahead, suffering heavy losses as Russia tries its best to minimize its own mobilization.”
Choe and Lavrov didn’t mention the reports about troop deployments in their remarks. Zelensky said that Russia confirmed to the West through military intelligence channels that North Korea was directly involved in the war.

Sergey Lavrov, Russian Foreign Minister, said that this “cannot help but surprise” given the Turkish leadership’s statements about their willingness to mediate between Ukraine & Russia.
The recent military assistance was provided under the Presidential Drawdown Authority, which removes weapons from U.S. stockpiles.
