**Ukraine Marks a Decade of Reforms Against Corruption**
Today, December 9th, is International Anti-Corruption Day. Ukraine reflects on its journey over the past decade, making significant progress in fighting corruption and building a more transparent society.
**10 Key Reforms That Transformed Ukraine**
Since the Revolution of Dignity, Ukraine has implemented several crucial reforms to improve law enforcement, healthcare, justice, decentralization, public procurement, privatization, open data, land reform, digitalization, and anti-corruption efforts.
**Law Enforcement Reform**
The National Police was established in 2015 with international guidance. Although progress was made, challenges persist, especially in smaller towns where corruption and scandals remain common.
**Medical Reform**
Ukraine introduced the “money follows the patient” principle in 2016, ensuring equal access to healthcare for all citizens. However, secondary and tertiary care still need upgrades, and patients with rare diseases often face difficulties.
**Judicial Reform**
The three-tier judicial system now includes local, appellate, and a reformed Supreme Court. While reforms have improved justice mechanisms, challenges remain in ensuring efficiency and independence.
**Decentralization Reform**
This reform empowered local governments and built strong territorial communities. It earned international recognition as one of Ukraine’s most successful reforms.
**Public Procurement Reform**
The Prozorro electronic system introduced transparency in public tenders, reducing corruption and fostering competition. Challenges persist, but progress has increased transparency and saved public funds.
**Privatization Reform**
A 2018 law simplified and digitized privatization processes, attracting international investors. Progress has reduced unprofitable enterprises and improved asset management.
**Land Reform**
The reform began cautiously, allowing individuals to buy up to 100 hectares from mid-2021, with legal entities gaining access in 2024. Prozorro.Sale ensured transparency in transactions, and the updated State Land Cadastre facilitated better land management.
**Digitalization of Services**
Ukraine’s digitalization reform aimed to simplify interactions between citizens, businesses, and the state through digital services. The Diia platform launched in February 2020, consolidating dozens of public services into a mobile app and web portal.
**Anti-Corruption Reform**
This reform created a comprehensive ecosystem of new institutions to investigate corruption crimes, provide procedural support, and adjudicate relevant cases. Challenges remain, but reforms have strengthened public trust and created a foundation for Ukraine’s sustainable development.
**A Decade of Change**
Ukraine has made remarkable strides over the past decade. However, reforming is a continuous process, and resting on past achievements can lead to stagnation. Ukraine must sustain its momentum to fuel tomorrow’s ambitions.
