**Russia‘s Statement: A Tactic to Suppress People**
Paata Manjgaladze, the General Secretary of “Strategy Aghmashenebeli,” said that Russia’s intelligence statement is part of an enemy replacement operation. According to him, this means that the government, known as “Georgian Dream,” has replaced its real enemy with the West.
**Hybrid Warfare**
Manjgaladze explained that Russia’s statement serves to suppress people and make them lose their ability to think critically. This is part of a tactic called hybrid warfare, where an opposing country attacks citizens and government structures. In this case, the government itself is attacking its own people by introducing laws and imposing regulations.
**Enemy Replacement**
For over 30 years, Russia has been openly threatening Georgia, occupying 20% of its territory and refusing to recognize it as a free and sovereign state. However, the “Georgian Dream” government has replaced this enemy with the West, claiming that danger comes from there.
**Allies of “Georgian Dream”**
Manjgaladze noted that the government’s primary allies are the so-called “club of dictators,” which includes Iran, Russia, and Belarus. This means that the government is operating in sync with these countries.
**Countering Hybrid Warfare**
To counter this tactic, Manjgaladze suggested that people talk openly about it, provide real information, and explain what the friendly Russian statement actually serves. He also mentioned that the government’s claims of paying protesters 120 euros per day are an insult to those who have been protesting continuously.
