Zelenskyy, who had already revealed his plan to the general public, argued for it last week among EU leaders.
The plan outlines five major points: securing a NATO invitation, bolstering Ukraine’s defense capabilities; implementing a deterrence strategy against Russian aggression; enhancing Ukraine’s economic and strategic prospects; and applying Ukraine’s wartime experiences to European defense. Certain aspects of the plan are confidential and have only been shared with a few Western allies.
Tusk said that it was not surprising that EU leaders have differing views about the plan, especially regarding Ukraine’s NATO , which is the primary point of the proposal.

Tusk said, “Nothing has happened: we remain in solidarity with Ukraine.”

Tusk stated that “for now, we’re awaiting the results from the US election, and no one is denying that.” He added that Zelenskyy’s strategies “will probably be reassessed following the US elections.”
Zelenskyy had earlier signed a deal on security between Ukraine and Poland.
