A Moscow court sentenced French national Laurent Viatier on October 14 to three years and three month in prison for allegedly violating Russia’s “foreign agent” legislation.
Vinatier, a PhD who works for the Swiss Center for Humanitarian Dialogue HD (HD), was arrested in Russia while on a visit there in June for failing to register as an agent of a foreign country.
The “foreign agent” designation requires that people and entities that allegedly receive “support from abroad” place a disclaimer on all of their publications and mandates strict reporting. It is widely seen as a way to suppress domestic opposition.
Russian investigators claimed Vinatier had pleaded guilty to illegally obtaining military information, in addition to violating the registration of foreign agents.
There is no independent way to verify Vinatier’s alleged confessed. Russia does not allow transparent access to its justice system. International human rights organizations have documented abuses in prisons and the use of torture as a means to force confessions for years.
Russia has regularly arrested foreign nationals. Several of them were released as part of a high-profile exchange of prisoners in August. Moscow has been accused by some of holding foreigners as hostages and detaining them on false charges in order to secure the release of Russians who are held in the West.
