Zurabishvili believes that when a government goes against the will of its people, it’s no longer a democracy. She pointed to the recent elections in Georgia and said that the government that followed went against the Constitution.

**Lack of Independence in Institutions**
Zurabishvili also highlighted a serious issue in Georgia: the lack of independent institutions. She said that every institution in the country is controlled by one party, which is itself controlled by one man. That person is likely linked to Russia, according to the President.
